Dirk Starz - Interim Chairperson
Dirk Starz is a professional with over 28 years of experience in business development and sales management. Based in Dublin, I’ve forged strong relationships with partners and clients, driving growth in diverse industries, including technology and biotechnology.
As a member of the Board at the North Wall Community Development Project, I’m committed to empowering communities and fostering collaboration. My multilingual skills enhance my ability to connect with diverse stakeholders, while my project leadership experience allows me to navigate complex challenges effectively.
I believe in the power of teamwork and look forward to working with all of you to make a meaningful impact in our community and beyond!
Nessan Vaughan, Company Secretary
Nessan worked for over 30 years in the public service at the National Manpower Service, the Department of Labour and FÁS. During this time he held a number of senior positions: Regional Manager of Community and Employment Services and a senior Policy Manager, where he had national responsibility and represented FÁS at EU level.
In 2010, Nessan, driven by a passion for social justice and equality, decided to leave the public service and work full-time as a volunteer in the Community and Voluntary Sector. In addition to being Chair of SVP’s National Social Justice Committee and an active volunteer for his local SVP Conference and Area/Regional Councils, he is also Chair of the Northside Partnership, North Dublin MABS, Lourdes Youth & Community Services. (LYCS), New Life Centre (Darndale) and of The Employment Network (North Inner City).
Nessan is also a Director of several other Not-For-Profit organisations in Dublin’s Inner City and on the Northside, where he provides support and advice on corporate governance.
Luke Fay - Treasurer
Luke was born and raised in Sheriff Street. He is currently a student in Trinity college, studying History and Philosophy. He is currently a member & convenor of North Inner City Community Coalition (NICCC) & was part of the delegation who met with Leo Varadkar (then Taoiseach) in 2023 to discuss issues in Dublin City. He has been a member of SWAN Youth Service for over a decade and through SWAN I have become heavily involved in community work.

Aisling O'Donoghue - Director
Tom O’Connor - Director
Tom is Dublin born and bred, proud of the communities in the North Inner City. He has 6 children, 13 grandchildren and one great-grandchild, so is fully aware of the challenges.
Tom has coached/ managed both male/female National soccer teams since 1987. Having previously trained with Manchester United’s under 16s team, served as interim head coach for the Irish Women’s International Football Team, and as head coach of Ireland’s Under 16s Men’s International team, he is currently a coach educator with the FAI. He sits on the advisory committee for ELI (Early Learning Initiative) based in National College of Ireland and is a member of the North Inner City Local Community Safety Partnership.

Eavan O’Halloran - Director
Eavan is a specialist in socio-economic development with almost 30 years of experience at the World Bank where she worked across Africa, the Middle East, Eastern Europe and Central Asia. She has broad expertise in designing and implementing sustainable strategies and investment programs that target equitable growth and poverty alleviation amongst the poorest groups within countries. She has recently returned to live in Dublin, where she was born and raised, and is committed to working on the challenges of improving lives for the city’s more deprived areas.
She has joined NWCDP to focus on strengthening partnerships between the organization and private sector businesses, government agencies and community associations.
Eavan holds a Masters in International Relations from the Johns Hopkins University in the US, as well as a Masters in Business Studies and a Bachelor of Commerce degree from UCD. She also holds a Diploma in Company Direction awarded by the Institute of Directors.
Trish Twomey - Director
Trish is currently Head of Transformation Office at Central Bank of Ireland. She has extensive experience in human resources and organisational development across a range of organisations in the charitable, retail, education, financial services and professional sport industries.
Trish holds a Bachelor of Commerce degree and an MBS in Business Practice, both from University College Cork. She also holds qualifications in corporate governance, coaching, talent management, strategic alignment and leadership.

Suzanne Smyth - Director
